In order to strengthen the safety and quality management of new materials, new technologies, new processes, and new equipment (hereinafter referred to as the "Four News") in construction projects in our city, further supervise all parties involved in the construction to implement the main responsibility of quality, improve the quality of engineering construction, and ensure the quality and safety of engineering construction, the relevant work notice on strengthening the safety and quality management of the "Four News" in construction projects is as follows:
1、 The basic principle of selecting "four new"
New materials, new technologies, new processes, and new equipment are materials, equipment, processes, and technologies that are mandatory standards for engineering construction and do not have current national, industry, or local standards to rely on. The application of the "four new" directly involves the quality and safety of construction projects and social public interests. Construction units should strictly implement the primary responsibility of engineering quality and comprehensively coordinate and control the "four new". In the process of selecting the "four new", we should adhere to the spirit of being responsible to society, the user, and the user, and grasp the four basic principles of "safety and durability, easy construction, aesthetics and practicality, and economic and environmental protection" (hereinafter referred to as the "four principles"). We will implement a "one vote veto" for eight problems (hereinafter referred to as the "eight problems"), which are prone to causing structural safety hazards, not reaching the basic service life, difficult to guarantee construction quality, causing unnecessary pollution during construction and use, bringing unreasonable economic burden to the user, difficult to meet usage functions, difficult to maintain during use, and unsatisfactory appearance.
Before the construction unit adopts the "four new" application, it is advisable to select a project for pilot application in advance, and gradually promote its use after confirming that there are no production, construction, or usage problems. In the construction of key projects and affordable housing projects, the construction unit should collaborate with the design unit and the construction unit to scientifically and prudently select the "four new". If it is necessary to use them, the reasons for selection should be clearly defined, and key control measures should be taken during the construction process.
2、 Establish an expert argumentation system for the "four innovations"
Before the design and construction units plan to adopt the "four new" methods, they should report in writing to the construction unit. After the construction unit decides to adopt the "four new", it should organize independent third-party experts to discuss whether the "four new" comply with the "four principles" and whether there are "eight problems". The third-party expert demonstration meeting should be composed of relevant industry experts or professional technical personnel, with no less than 7 members in the expert group. The members of the expert group should have senior or higher technical titles and rich work experience in the relevant fields, including no less than 1 expert in the fields of design, construction, and building materials; And the principle of avoidance should be followed, and there should be no interest relationship with the project. The argumentation meeting should form expert opinions and have clear conclusions. At the same time, attending experts should propose precautions for use based on the actual engineering situation.
When there are no current national, industry, or local standards for engineering construction that can be relied on for the application of new materials, technologies, processes, or equipment related to the safety of prefabricated concrete structures, the construction unit should organize independent third-party experts to demonstrate the new technology of prefabricated buildings before the feasibility design study of the project. The focus of the argument should include the force characteristics and principles of the system, and whether it can refer to the current structural system and types; Has it been experimentally verified; Whether the main connection methods, connection measures, and overall system stress meet safety and seismic requirements; Product traceability level; Standardization level; The application of informatization and intelligence; At the same time, attending experts should propose precautions for use based on actual engineering conditions. Experts in the fields of structural design, construction, production of precast concrete components (concrete products), mechanical and electrical installation, decoration and decoration should be composed of at least 5 members. The number of members should be an odd number, and the members of the Beijing Prefabricated Building Expert Committee should not be less than 3/5 of the number of experts in the expert group. There should be no less than 1 expert in the fields of structural design, construction, and production of precast concrete components (concrete products), and the principle of avoidance should be followed, and there should be no interest relationship with the project.
After organizing third-party experts to demonstrate and approve, the design unit should clearly specify the technical indicators and requirements related to the "four new" in the design documents. The bidding unit should clearly define the relevant indicators and requirements of "four new" in the bidding documents; The bidding unit should develop a special plan in the bidding documents, clarifying the relevant indicators and requirements in response to the "four new"; Evaluation experts should use the response situation as the basis for evaluation. The bidding unit should highlight the "four new" aspects when signing the contract.
3、 Strictly implement the management of "four new" usage
(1) Strengthen the management of execution plans. After the completion of engineering bidding and before actual construction, the construction unit should organize an internal thematic discussion meeting on the operability and implementability of the "four new" projects for the design, construction, supervision, professional contracting, and subcontracting units of the project; At the meeting, the design unit should conduct a special design briefing, elaborating in detail on the basic situation of the "Four News", the necessary reasons for use, the technical indicators of the design documents, as well as the application of the "Four News" in similar projects domestically or internationally, the results of experimental research, and the durability of new materials. After the internal thematic discussion meeting is approved, the construction unit should organize the construction and supervision units to develop a special construction plan. The special construction plan shall be jointly approved by the technical director of the construction unit, the project director of the supervision unit, and the technical quality director of the construction unit. The special construction plan should be formulated in a targeted manner based on the construction technology characteristics, difficulties, and problem prone points of the "four new" applications. At the same time, corresponding quality and safety assurance measures and supporting acceptance standards should be emphasized. If safety is involved, necessary verification and explanation should be provided. After the special construction plan is approved, the construction unit should organize special construction training and disclosure for construction technology, quality, and labor related personnel.
(2) Strengthen enterprise standard management. The construction unit should organize the preparation of applicable enterprise standards and organize independent third-party experts to demonstrate before the application of the "four new". Enterprise standards should include both construction and acceptance, and product technical indicators should not be lower than the corresponding indicators of national and local product standards for similar products. The standard structure and writing rules should comply with the relevant requirements of the Regulations on the Writing of Engineering Construction Standards. The number of independent third-party expert argumentation members should be an odd number of at least 5, and there should be no less than 1 expert in design, construction, and building materials, and the principle of avoidance should be followed, and there should be no interest relationship with the project. After the argument is approved, it will be actively disclosed to the public through national standard information public service platforms, our company's website, and other channels.
(3) Establish a sound system for video traceability and on-site supervision. Strengthen the quality traceability management of prefabricated concrete components in the new technology of prefabricated buildings. The construction unit should entrust the supervision unit to implement extended supervision of the production quality of prefabricated concrete components in the production unit; The acceptance process of concealed works for precast concrete components should retain video materials, which should be provided as quality certification documents to the construction unit.
The video materials for concealed acceptance should fully and clearly record the entire process of concealed acceptance, including the laying of insulation boards, the number and arrangement of insulation connectors, the number of pre embedded hanging rings, hanging nails, and anchoring methods. Enterprises that meet the conditions should extend to the spacing and thickness of the steel bars, the exposed length of the sleeve steel bars, and other content. The video materials should be able to display the measured values, and the image materials can be viewed through QR codes or chips. The image materials should be saved until the main structure of the project passes the acceptance.
(4) Establish a dedicated real name responsibility system. When producing prefabricated components, the production enterprise should establish a component real name information ledger to ensure the real name system of component production and quality inspection personnel, and ensure traceability. Encourage the use of electronic information labeling techniques such as implanting chips or pasting QR codes to identify the product information of prefabricated concrete components and the real name information of certified personnel.
(5) Effectively strengthen the audit system for supply enterprises. The construction unit should strengthen the management of the selection process for supply enterprises such as new materials, new equipment, and prefabricated components. Sufficient research and understanding should be conducted on the proposed supply enterprises and products, and relevant units should be organized to conduct on-site inspections of the supply enterprises when necessary. The integrity and authenticity of the credit certification documents, production capacity, and other basic information provided by the supply enterprise should be thoroughly verified, with a focus on verifying the conformity of product technical indicators with design documents. A product research and evaluation report should also be formed based on the above content. The report should be written by the technical leader of the construction unit, jointly signed and confirmed by the technical leader and project leader of the construction unit. After approval by the chief supervising engineer of the supervision unit, it should be submitted to the construction unit for review.
(6) Fully implement the on-site acceptance system. Construction and supervision units should strengthen the on-site acceptance management of new materials, new equipment, and prefabricated prefabricated components, ensuring that their certificates of conformity, factory inspection, and type inspection reports are legal and valid, and the outer packaging labeling is clear and complete. Inspect the appearance quality of prefabricated components in prefabricated buildings.
For products with retest inspection requirements, their retest performance indicators should comply with the company's product standards, regulatory standards, and design requirements. Those who fail the on-site re examination shall not undergo a second re examination. They shall be removed from the site by the construction unit under the witness of the supervision unit, and image data shall be retained. It is strictly prohibited to use building materials that have not been signed and accepted by the supervisor or have failed the retest.
(7) Implement the acceptance system for the first section (first piece) and construction process template guidance. For construction projects that have applied the "Four News", the construction unit should organize the design, supervision, construction unit, and "Four News" supply unit to conduct the first section (first piece) and construction process template acceptance of the involved content. Special inspections should be conducted on the overall installation and decoration quality of prefabricated components after installation, as well as the quality of detail node processing, and acceptance records should be formed; The project professional leader of the construction unit, the project professional leader of the design unit, the project technical leader of the construction unit, the professional supervision engineer of the supervision unit, and the technical quality leader of the "four new" supply unit should participate in the acceptance inspection; The construction unit should make rectification based on the opinions put forward by all parties during the acceptance, and large-scale construction can only proceed after passing the acceptance.
(8) Implement information feedback and exit system. During the application process of "four new", construction and supervision units should regularly inspect the on-site construction usage. For the newly discovered "eight problems" during construction, construction should be immediately suspended, and a written feedback report should be formed in a timely manner. The project leader of the construction unit and the chief supervising engineer of the supervision unit shall jointly sign and report to the project leader of the construction unit. After receiving the report, the construction unit should organize the design, construction, and supervision units to conduct research, and if necessary, invite industry experts to develop solutions. If there are indeed problems, the materials and equipment involved shall be removed from the site; Conduct a comprehensive evaluation and argumentation of what has been used or applied, and handle it according to the argumentation results.
(9) Establish a "four new" application disclosure and user manual system. Before the project is delivered for use, the construction unit should, in conjunction with all participating units and enterprises engaged in the production of new materials, equipment, and prefabricated components, develop a "Four New" application public notice and user manual, and provide detailed explanations to the project user unit on the precautions and possible impacts of the product during use. Especially for residential projects such as affordable housing, the "four new" application materials and quality certification documents related to usage functions should be displayed on site in the real estate display area during pre-sale.
4、 Further strengthen the supervision of the use of "four new" technologies
The Municipal and District Housing and Urban Rural (Municipal) Construction Committees will further increase their supervision, law enforcement, and inspection efforts on the use of the "four new" projects, inspect the implementation of the primary responsibility of construction units for engineering quality and the implementation of the main responsibilities of participating parties, and focus on the implementation of the "four new" written reports, expert argumentation, implementation of bidding documents, special design disclosure, scheme formulation, special construction training and disclosure, enterprise standard formulation and argumentation, video traceability and on-site supervision, dedicated person real name system, supply enterprise review, site acceptance, first section (first piece), construction process template introduction and acceptance, information feedback, application publicity, as well as the implementation and implementation of the use reminder system. For illegal and irregular behaviors discovered during inspections, the Municipal and District Housing and Urban Rural (Municipal) Construction Commission shall order them to make corrections and strictly investigate and deal with them in accordance with the law and regulations.
5、 Other
This notice shall come into effect from the date of issuance. Construction projects within the administrative area of this city that involve "four new" shall be executed in accordance with this notice.
